SAMAGRA SHIKSHA SCHEME

The Union Human Resource Development Minister Prakash Javadekar on May 24, 2018 launched Samagra Shiksha scheme for school education from pre-school to senior secondary levels.

Objective

The scheme will mainly focus on improving quality of education, enhancing the learning outcomes and using technology to empower children and teachers.

The scheme will be focused on digital education and it will enhance use of digital technology in education through smart classroom and digital boards, continuum from pre-school, primary, upper primary, secondary and senior secondary levels.

• It also aims at solving the existing problems of education system like quality learning (to envisage dream of “Sabko Shiksha Achchi Shiksha”) and equitable access by integrate teacher, technology and student learning
• Focus on Teacher’s training, through strengthening teacher education institutions like SCERTs and Diets. Providing a national digital platform to empower teachers with high quality teaching learning resources
• Focus on use of digital technology to improve the quality education and student learning. Scheme will support the “Operation Digital Board” to enhance the use of digital technology through smart classrooms, digital boards and DTH channels.
• The Scheme envisages active participation of all stakeholders especially the parents/guardians, and community
• There will be focus on sport and library for the schools Thus the emphasis on all-round skills– academic, extracurricular and vocational makes SSS different from traditional approach of education (i.e. academics only).
• Focus on digital connectivity of rural India and e-literacy are much needed to ensure the right implementation of SSS.

 

Significance

The scheme will provide holistic education for holistic development. It would help improve the quality of education by focusing on teachers and technology. An annual grant of Rs 5000- 20,000 will be provided for strengthening of libraries in the schools

• It is an integrated scheme for school education from pre-school to senior secondary levels.
• The scheme is an integration of three already existing schemes--Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).
• While states would have the flexibility to prioritise their interventions under the scheme, learning outcomes and steps taken for quality improvement would be the basis for allocation of grants under the scheme.
• Samagra Shiksha Scheme (SSS) aims at improving quality of education, enhancing learning outcomes and using technology to empower children and teachers.
• Whereas the Scheme like SSA, RMSA and TE were treating education as a different level and aiming at problems of education with different approaches.
