VICE PRESIDENT OF INDIA


Venkaiah Naidu is the current Vice President of India. He defeated UPA's candidate Gopalkrishna Gandhi on 5 August 2017 election.

Ø  Articles 63 – 69 deals with VP of India.

Ø  The VP occupies the 2nd highest office in the country.

Ø  VP is accorded a rank next to the president in the official warrant of precedence.

Ø  H.V.Kamath proposed the creation of office of VP in constituent assembly.



Article 63: The VP of India

Article 63 says there shall be office of VP.


Article 64: The VP to be Exofficio chairman of the council of states

According to article 64 the Vice-President shall be ex officio Chairman of the Council of States and shall not hold any other office of profit.

During any period when the Vice-president acts as President or discharges the functions of the President under article 65, he shall not perform the duties of the office of Chairman of the Council of States and shall not be entitled to any salary or allowance payable to the Chairman of the Council of States.


 The office of VP is modeled on the lines of the American VP.


Article65: The Vice-President to act as President or to discharge his functions during casual vacancies in the office, or during the absence, of President.

1)   In the event of the occurrence of any vacancy in the office of the President by reason of his death, resignation or removal, or otherwise, the Vice-President shall act as President until the date on which a new President elected in accordance with the provisions of this Chapter to fill such vacancy enters upon his office.

*      When two president died in office

2)   When the President is unable to discharge his functions owing to absence, illness or any other cause, the Vice-President shall discharge his functions until the date on which the President resumes his duties.

*      The VP Sarvepalli Radhakrishna discharged the functions of president in june 1960 when Rajendra Prasad was on 15 days tour to USSR and again I 1961 when the president was ill and taking treatment in Germany.

3)   The Vice-President shall, during, and in respect of, the period while he is so acting as, or discharging the functions of, President, have all the powers and immunities of the President and be entitled to such emoluments, allowances and privileges as may be determined by Parliament by law and, until provision in that behalf is so made, such emoluments, allowances and privileges as are specified in the Second Schedule.


When VP is while discharging the function of President (acting) then he cannot preside over the council as chairman.


VP takes oath before CJI as acting president.


Article 66: Election of Vice President

1)   VP is elected by the Electoral College consisting of members of both houses of parliament only, including nominated members. Election in accordance with proportional representation by means of single transferable vote through secret ballot.

*      The vote value of voter in Electoral College is one.

Number of votes = 545 LS = 245 RS = 790

*      Up to 1962 VP elections are held by open ballot voting and through joint session and secret ballot system.

*      In the original COI, parliament use to elect VP in joint session. In 1961 by 11th constitutional amendment it was dispensed with separate elections.

*      In 1957 and 1974 supreme court ruled that elections can be held for president and VP if there are vacancies in Electoral College.

2)   The Vice-President shall not be a member Parliament or Legislature of any State, and if a member of Parliament or Legislature of any State be elected as Vice-President, he shall be deemed to have vacated his seat in that House on the date on which he enters upon his office as Vice-President.


 Elections of VP are conducted by Election Commission.


 Parliament has the power to amend in the election manner of VP.


 VP elected according to the “Presidential and Vice Presidential Act 1952”.



3)   No person shall be eligible for election as Vice President unless he

a)   is a citizen of India;

b)   has completed the age of thirty-five years; and

c)   is qualified for election as a member of the Council of States.

*      Qualification of VP is same as that of POI, but he should be qualified for elections as a member of RS in case of president he should be qualified as a member of LS.

*      Qualification are based on 1997 amendment of Presidential and Vice Presidential Act 1952.

*      One can be elected for any number of terms.

*      To get back the deposit the candidates has to secure 1/6th of votes polled and valid.

*      All doubts and disputes arising out of or inconnection with the election of a President or VicePresident shall be inquired into and decided by the Supreme Court whose decision shall be final. [71(1)]

Salary:
·         The salary of VP is fixed or determined by parliament.

·         Charged from consolidated fund of India.

·         It can be reduced at any time.

·         VP receives the salary as chairman of RS (Article 97), apart from all allowances.

·         Does not come under IT.

·         Salary – RS 1,25,000/-

·         The pension for the Vice-President is 50% of the salary.

 A person shall not be eligible for election as Vice President if he holds any office of profit.


Article 67: Term of office of Vice-President
The Vice-President shall hold office for a term of five years from the date on which he enters upon his office:
a)   a Vice-President may, by writing under his hand addressed to the President, resign his office;
*      According to president and vice presidential ______ amendment act 1969, if office of president is vacant, the VP has to give his resignation to CJI addressing POI.
b)   a Vice-President may be removed from his office by a resolution of the Council of States passed by a majority of all the then members of the Council and agreed to by the House of the People; but no resolution for the purpose of this clause shall be moved unless at least fourteen days' notice has been given of the intention to move the resolution;
c)   a Vice-President shall, notwithstanding the expiration of his term, continue to hold office until his successor enters upon his office.
  •  In the case of removal procedure of VP COI remains silent, no specific ground is mentioned in the constitution. But the ground is deemed to be violation of constitution.
  • The motion relating to the removal of VP shall be initiated in RS, for this a notice of 14 days in advance signed by one fourth of the total members of that house. After that the RS has to approve the motion with simple majority or majority vote. After approval of motion in RS it is moved to LS, if the motion is approved with same (simple) majority VP stands removed, if not the motion gets defeated.
  •  According to Article 91 any resolution for the removal of the Vice-President from his office is under consideration, the Chairman can not preside over the sitting.
  • According to Article 92 the Chairman shall have the right to speak in, and take part in the proceedings of, the Council of States while any resolution for the removal of the Vice-President from his office is under consideration in the Council, shall not be entitled to vote at all on such resolution or on any other matter during such proceedings.
  •   Both the houses of parliament has to approve the motion separately otherwise motion gets defeated.
  •  It is not impeachment; it is a simple removable procedure.
  • So far no VP is removed.
  •   Krishna kanth is the only VP died in the office.
Article 68: Time of holding election to fill vacancy in the office of Vice President and the term of office of person elected to fill casual vacancy
1)   An election to fill a vacancy caused by the expiration of the term of office of Vice-President shall be completed before the expiration of the term.
2)   In case of vacancies occurred in the office of VP except on the ground of completion of tenure, new VP shall be elected as soon as possible. No time period is mentioned.
*      No acting VP in case of vacancy and the office is kept vacant till new VP is elected. During that period, those duties are performed by the deputy chairman of RS.
*      The newly elected person holds the office for the full term of five years from the date on which he enters upon his office.
Article 69: Oath or affirmation by the Vice President.
Vice-President shall, before entering upon his office, make and subscribe an Oath before the President, or some person appointed in that behalf by him.
Powers and Functions of VP:
Ø  The VP to be Exofficio chairman of the council of states. He presides over RS and conducts the business of RS as speaker of LS.
Ø  He acts as POI in case of unexpected vacancies for the maximum of 6 months.
Ø  He was the chancellor to all central universities in India, and appoints vice chancellors to the central universities.
Ø  He acts as the chairman of Barath Ratna and Padma Awards committee.

Ø  The Vice President of India is Mohammad Hamid Ansari, since 11 August 2007, and re-elected on 7 August 2012.

Ø  Mohammad Hamid Ansari 14th  VP by post and 12th by person.

7.   Hamid Ansari is the 2nd  person to get elected for the post of Vice President of India at two consecutive terms, after Dr. Sarvepalli Radhakrishnan.

Ø  First dalit VP  is Kocheril Raman Narayanan.

Ø  Krishna kanth is the only VP died in the office.

Ø  Bhairon Singh Shekhawat  was the 11th VP lost in 2007 presidential elections.

Ø  2007 VP elections NDA candidate is Najma Heptullah and UNPA candidate is Rasheed Massod.

Ø  2007 VP elections NDA candidate is Jaswant Singh.

Ø  Dr.B.R.Ambedkar compared the post of VP with Prince of Wales.

AHMEDABAD RANKS IN UNESCO WORLD HERITAGE LIST 2017



In its 41st session on July 12, the World Heritage Committee inscribed 21 new sites in its UNESCO world heritage list which features the Indian city of Ahmedabad.
Founded by Sultan Ahmad Shah in the 15th century, the ancient walled city of Ahmadabad has been marked as a UNESCO world heritage spot. The city showcases the rich architecture of the sultanate era that can be perfectly captured by the Bhadra citadel.
Inside the walls of the fort city there are many mosques, tombs, notable Hindu and Jain temples.
The committee, that carried out its meeting in Krakow, Poland, from 2 to 12 July, have added locations ranging from ruins in Turkey and ancient temple cities across europe to picturesque landscapes and mountains in Greenland.
The planet is now home to 1,073 cultural, historic and naturally significant sites.

INITIATIVIES OF AP GOVT



BANGARUTALLI – Maa Inti Mahalakshmi
Bangarutalli is meant to take care of the girl child in every household from her birth till she completes her graduation. If she gives birth to a baby girl, Rs 2,500 will be deposited into her account. Rs 1000 will be given for the first 2 years at the time of immunization.Rs 1,500 will be given every year to the family through Anganwadis till the baby attains the age of 5 years from 3rd year onwards. At the time of admission to school, Rs 2,000 will be given every year for her studies from the first to the fifth standard, and Rs 2,500 from sixth to eighth standard, Rs 3,000 for ninth and tenth standard. For the girls study of Intermediate, she will be given Rs 3,500 each year, and Rs 4,000 a year during her graduation.

SADAREM – A Program for issuance of Disabled certificates.
Objective of the SADAREM initiative is to create a Dynamic Web enable system for comprehensive access, rehabilitation and empowerment, through automation, capacity building, assessment of persons with disabilities (PWDs) and maintaining Decision Support System (DSS).

STHREENIDHI CREDIT CO-OPERATIVE FEDERATION LTD.
Sthreenidhi credit cooperative Federation Ltd., is promoted by the Government and the MandalSamkahyas to supplement credit flow from banking sector and is a flagship programme of the Government. SthreeNidhi provides timely and affordable credit to the poor SHG members as a part of the overall strategy of SERP for poverty alleviation.
SHGs are comfortable to access hassle free credit from SthreeNidhi as and when required using their mobile and therefore do not see any need to borrow from other sources at usurious rates of interest. SthreeNidhi is in a position to extend credit to the SHGs even in far flung areas of the state in 48 hours to meet credit needs for exigencies like health, education and other income generation needs like agriculture, dairy and other activities. As credit availability is linked to grading of MS and VOs, community is keen to improve functioning of the same to access higher amount of credit limits from SthreeNidhi.

Bhoomi-(Land Access To Poor)
Land represents a fundamental asset to the rural families in our country which comprise a substantial majority of the population. It is a primary source of income, security, and status. Land is one asset which almost every rural man or woman relates to. In the rural areas all the socio-economic privileges and deprivations revolve round land.

Community Managed Sustainable Agriculture-CMSA:
Sustained efforts to make agriculture as economically viable and ecologically sustainable activity, without compromising on yields and improving returns per unit of land and water, to improve the quality of farmer’s life.The Primary mission is to improve the annual incomes of farmers in Rain fed areas in particular and agriculture in general with integrated farming systems.The CMSA is for Developing new tools and equipment for reducing drudgery to women farmers, for Establishing village level infrastructure for supply of these tools,for Upgrading women farmer’s knowledge in eco-friendly farming technologies, for Organizing capacity building programs with new training content and improved methods,for Managing revolving fund for decentralized extension system leading to multiple livelihood options models to be managed communities on their own.

KRuSHE
KRuSHE wing under SERP has been incepted to promote enterpreneurship in Farm and Non-farm livelihoods among the members of rural SHG households with focus on POP on saturation basis and to engage each household in an entrepreneurial activity for drought proofing the rural households.
For restoring the traditional art and crafts of Andhra Pradesh, KRuSHE is an attempting to link numerous artisans, craftsmen and rural producers of the state to remunerative markets, The objective is that the artisan gets the correct worth for her produce and there is a substantial increase in the income, The flourishing artisan should inspire the others in the region to take up the same occupation
Approach: KRuSHE envisages integrated approach of building infrastructure, linking markets and providing credit, technology(environment friendly), skills, design and institutional development to the rural household.
Objective: To increase the profitability of the existing SHG enterprises there by creating local employment and ensure the sustainability of the enterprises.To promote entrepreneurship in Farm and Nonfarm livelihoods among the members of rural SHG households with focus on POP on saturation basis.To increase the income and employment opportunities in the villages.
Community Managed Health And Nutrition :
The Community Managed Health & Nutrition project is a comprehensive package of community based interventions which include Nutrition cum Day Care Center (NDCC), Health Savings & Health Risk Fund, Convergence of Fixed National Health Day, Water & Sanitation program, Sanjeevani Health Insurance, and Capacity Building of Health Activist (HA), Health Sub Committee (HSC), and Community Resource Person (CRP). CMH&N interventions focus on four major public health areas: maternal health, infant and child care, environmental health, community health system and communicable diseases.
The Community Managed Health and Nutrition (CMH&N) intervention utilizes trained community members in the form of Health Activist (HA) and Community Resource Person (CRP) to transmit messages about maternal, neonatal, infant care practices to SHGs and village organizations. The major objectives of training are demystifying medicine, using health education with local case studies and culture, promoting self confidence amongst community members, decision making & managing by the community, and integrating other social reforms to reduce overall poverty. IKP has also integrated training of Health Sub Committee, which consists of internal members of the community to provide critical monitoring and feedback on HN activities at village, mandal and district level.

Unnathi
Towards the end of the first decade of IKP in the year 2009, it was observe¬d that 20% of poor were still untouched, majority of whom belonged to socially vulnerable groups (SC/ST) and thus needed intensive handholding support. To address this critical gap, SERP evolved a more targeted and focused approach under IKP, to fight the poverty of the poorest known as Unnathi.
Objectives:The objective of Unnathi is to enable every poorest of poor family in the state to come out of poverty with increased and sustainable livelihood opportunities established with the aid of an intensive handholding support. The same has to be done in a focused and phased manner starting with organizing them, strengthening their institutions, increasing their asset base, mitigating risks, expanding the livelihoods and increasing their incomes. In concise, enhancing the income of POP family to an annual income of Rs One lakh over a period and a significant improvement in human development aspects are considered the twin mandates of the proposed strategy.
The need for Unnathi was further confirmed by the data from the baseline survey that was carried out immediately after the identification of PoP households. Detailed information was gathered about each and every PoP household on all important livelihood, human development and quality of life aspects. The baseline of PoP families doubly confirmed the need for exclusive strategy which was rightly put in place by SERP in the name of Unnathi.

DAIRY
IKP is has started the initiative of Profitable Dairying by Establishing Milk Procurement Centers in villages and Bulk Milk Cooling Units ( BMCUs) at mandal level through SHGs and their federations in two mandals on Pilot basis in 2006-07 and has reached to the present level of managing 199 BMCUs with more than 4500 village level milk procurement centers and have procured 77122 MTs of milk worth Rs.16966 lakhs during the year 2009-10.

ABHAYA HASTHAM
Government of Andhra Pradesh introduced Velugu Pension and Insurance Scheme for the (Rural and Urban) SHG women in November 2009 to provide income security in their old age. The aim was to provide security to all enrolled SHG women with dignity in their old age.
This scheme works in principal of contribution amount Rs. 365 per annum by the SHG woman and Government co contribution amount Rs. 365 per annum into her pension amount. The interest that earned from corpus generated for each member till the completion of 60 years of her age is used for giving monthly pension from Rs. 500 to Rs. 2200 based on the age of the member. Each enrolled member under the scheme is entitled to get minimum pension of Rs. 500 after completion of 60 years of her age and all the enrolled members between age group of 18 to 59 years are eligible to get Insurance coverage under JBY scheme.

Unnathi IWMP Livelihoods – IWMP
The Department of Rural Development implemented watersheds through different programmes viz. Integrated Wastelands Development Programmes,Drought Prone Areas Programme and Desert Development programme.Based on the recommendations of Technical Committee under the Chairmanship of Prof. C.H. Hanumantha Rao, Department of Land resources,Government of India launched new integrated program on watershed development called Integrated Watershed Management Programme (IWMP) in 2008

Community Managed Micro Insurance– AABY
Need: It is gauged that more than 250 poor people who are the head or bread winners of the SHG members’ families are dying every day in the state of Andhra Pradesh. Eventually, the rural poor families face enormous problems, if they lose their bread winner due to untimely death. The loss of head or bread winner leaves the family in a shudder to fight for survival. Moreover, the family comes under sever stress and shock, both psychological and economic. As an upshot the households end up in a disastrous situation and is flung into irrecoverable abject poverty
Vision:The Self Help Groups and their federations envision that even the poorest of the poor, including the landless agricultural laborers, deserve an access to relevant and affordable insurance and social security nets by massification and be protected from risks on death/disability and to secure a dignified life to SHG women by providing income security in their old age and to provide financial support for their children for continuation of education by means of scholarships.
Mission: Is to empower the Self Help Groups and the Community Based Organization (CBOs) to play an active role in the implementation of social security interventions, to reduce people’s vulnerabilities through diversified social security measures to protect their income and asset base, by creating an enabling environment for self management by the community itself with appropriate project facilitation.

N T R BHAROSA
As a part of its welfare programmes,the Government of Andhra Pradesh is implementing various Pensions schemes for the most needy and vulnerable people i.e the persons in old age,widows,people with disabilities and weavers to provide them succor

VADDILENI RUNNALU- LOAN INSURANCE
In the light of bank linkage program with VADDILENI RUNNALU, a huge amount of money is transacted by the SHG members in the name of total financial inclusion covering even the swapping of old debts. It is proud to inform that Govt. of AP leads in SHG Bank Linkage Program with 40% of all bank loans given to SHGs in India. The bankers are comfortable and testifying that the recovery rate is 99%. In this back drop, SHG women evince great interest in insuring the loans taken by the members from the Commercial Banks or from their own federations as a safety net against financial risks in the event of natural and accidental mishaps, to protect their children, family members from debt traps. Hence, the scheme shall be scaled up to cover each and every SHG member. The core objective of the scheme is to protect the family members of an SHG member from financial risks, in the event of her death, to safeguard the institution of SHG from repayment burden, when a borrowing members dies, to ensure the perpetuality of the SHG, providing loan insurance to all the borrowing member, to ensure 100% repayment at all levels even in the time of turbulence and to increase the size of loans to SHG members, by creating confidence among the Bankers.
